You just cut about 300 or so 1x6" strips of patterned paper of your choice and staple the two ends together so the loop is tear shaped and flat at one end. I picked out a foam wreath form from a crafts store (I think I used 12 inch, but they have a number of choices). I used a glue gun on the low setting and adhered the flattened sides of strips near the staple to the wreath form, overlapping them by an inch or so (I wasn't so precise about this). You just keep adhering them row after row until it's finished. It takes a while but isn't hard. I tied a ribbon around the wreath after it was done to hang it.
